I guess I would have to say Bill Walsh. His west coast offense has involved some great players from the 49ers, including Joe Montana, Steve Young, Roger Craig, Jerry Rice, and Dwight Clark.

Don Coryell. He took Sid Gillmans wide-open offense of the AFL and created the most of the passing game as we know it today. Most of the routes and numbering systems used today were developed by Coryell. Even the "greatest show on turf" offense led my Mike Martz is a deriviative of the Coryell offenses. His coaching tree consists of names like Joe Gibbs, Norv Turner, and the aforementioned Martz

Mike Shanahan…he makes diamonds out of coal in terms of running backs and finally got John Elway his ring. His offensive schemes are brilliant and he fields a playoff condenting team year over year.
If you were to ask who THINKS he's the best offensive minded-coach, I would say Peyton Manning. (giggles).

Paul Brown. Many of the modern systems and ideas perfected and put in place by Bill Walsh and the 49ers originated in Walsh's tenure, (1968-75), as assistant coach of the Bengals, under then Head Coach Paul Brown.
Like what J.S. Bach did in music, Brown set the standard and the stage for many other great coaches in the NFL. Paul Brown's influence in coaching is one of the most important in all of football, and his influence is still felt in football today.

In the NFL, I'd go with Bill Walsh. His offense revolutionized the pro game like no other. To say that teams are still running the "west coast" offense today speaks volumes since he is credited with developing it some 20+ years ago.
In the college ranks, I'd go with Tom Osborne. He really changed the way NCAA teams ran the option offense. Oklahoma had it's wishbone, but Osborne's team ran a much more sophisticated version. It really tells alot that just 10 years ago, his teams were the dominant force in college football and yet one of the last to run the option.

Don Shula. You have to score points on offense to win. Shula has more wins than any other coach, in the history of the game. He knew how to coach an offense. Just look at the numbers put up by Dan Marino.
